WASHINGTON — For the second time since U.S. President Donald Trump returned to the White House, the Quad foreign ministers of the U.S., Japan, India and Australia met in Washington on Tuesday, vowing to explore ways to deepen cooperation among the Indo-Pacific partners.

U.S. Secretary of State Marco Rubio made clear that it was time to move the security grouping to a new stage, advancing from gatherings where members discuss concepts to delivering results.
